Council to discuss loss to MRCA in trails lawsuit in closed session Play

The City Council Monday will discuss the bitter defeat handed to Malibu when a Superior Court judge in L.A. ruled in favor of the MRCA. The Mountains Recreation and Conservation Authority is a parks agency run by cities like Thousand Oaks and Simi Valley. It's been set up to run the parks in Malibu and the local mountains.

Malibu had recently discovered a state law that says streets and trails should become property of a brand-new city when it gets incorporated. But Malibu never did that with the public beaches and the trail access ways owned by the state and managed by the MRCA.

The judge said "you snooze, you lose," and he refused to hand over control of the property to the city. He refused to let Malibu run its own public property just like every other of the 88 cities in L.A. County. The City Council will go behind closed doors and discuss that Monday.
